With reference to your Despatch lo. 202 of
3rd. August, I have the honour to inform you that in accordance
with your instructions I have promoted Mir. Biden to be a 2nd.
Grade Executive Engineer. He remains in the Waterworks Department.

Since I wrote paragraph 5 of my Despatch No.
206 of the 29th. May it has become certain that for finencial, reasons the road improvement scheme therein referred to will not be
carried out on the large scale originally intended. But the new
methods of construction which characterise the scheme are being applied to the annual repairs of roads with the result that the
scheme is being applied gradually.

In these circumstances I desire to retain the
supervision of the maintenace of roads, and of the other items, which are not considerable, mentioned in paragraph 2 of my Des- -patch 29
29th. May, under the control of kir. T. L. Perkins with Mr. Goldsmith as his Assistant Engineer; and in consideration of the extra duties throw on Mr. Perkins to make him a non-pensionable duty allowance of $1,200 per annum as from the 1st. January, 1916, while this amalgamation continues.

Kr. Perkins has had very large experience
with Mamicipal Corporations in England in the making, and mainte- -nance of roads, and I believe my recommendation if adopted
